The study reviews two different concepts, Smart City and Smart Library. What links the tow concepts is the usage of smart technology. The Smart City uses smart technology in the governance and management of the city, while Smart Library uses it for provision information and library services to the people of Smart Community of the city. Both concepts share common features such as smart people, smart places, smart services, …etc. We cannot talk about Smart Library without mentioning Smart City in which the Smart Library is a place of learning, culture, scientific activities, as well as public gathering in the city. The study presented a number of definitions of smart city and smart library. The study also presented some results derived from the survey of literature of both smart city and smart library, and suggested a number of recommendations mainly to the library personnel in general, and smart library in particular.
